This is the second time for L.A. The first time it was discovered that Martin/Marietta has tweaked the cameras and the traffic signals so that it was impossible to stop on caution and was also impossible to clear the intersection on caution.
They received a portion of every ticket. L.A. knew about the problem, but they were making so much money they weren't going to do anything, and didn't, until they got caught.
This ain't new in L.A. The most dangerous and successful gang in town call themselves the "thin blue line". They work under the protection of the "black-robed elders".
