It took some digging, but I found the course description:

POL442 Dorsal Perforation in the Public Sector.
Participants in this exiting new offering will be taught the various techniques and methods used in stabbing erstwhile allies in the back. Advanced students will have the opportunity to get hands-on experience from a DC insider on how to talk out of both sides of their mouth whilst otherwise presenting a bland and somewhat disinterested mien.
