We may want to see it as a tool necessary in the world we live in, like a good pocket knife, they (and some yahoo's) see it as a badge of authority.
Perhaps, like common law, that's an image that we have inherited from England? Authorities have weapons and the peasants don't. The gentry have them but only for "sporting" purposes.

Fred is arguably arrogant. I say it is arguable because if you can back it up, you're not arrogant, just confident.
I don't know enough about him personally to know which he is. But I do know sarcasm that puts the lie to the myths that he was debunking.
