I believe David Kopel has covered this, but Rhode Island is a "must" issue state referring to concealed weapons permits, the attorney general just never obeys the law.

If the AG in any state openly refuses to uphold the U.S. Constitution, then impeach or recall him/her. Organize and get to it. Now.

Isn't that something like beating a dead horse? What are the chances the next person "elected" would have a better attitude? Not much.
