Court records show in December of 2003, while Ivy was not employed by a police department, he was charged with domestic violence.So naturally, "the city never did a background check." They just set him loose on the community because after all, who rules whom?

You're right, it doesn't matter that someone like this was set loose on the people. What matters is who pays him, (as in generates the check, not those at the bottom of the tax revenue food chain.) If you manage to get into that crowd, you're safe.
