Some with sick fantasies are PAID to track victims and are ISSUED weapons. Their numbers are growing all the time. Their drugs of abuse are steroids and adrenaline. They carry a badge and a license to kill, and the circumstance in which they can do so are also growing all the time.
That's kinda like what I mentioned today.
It's like a plan or something.
