They act like this is something new. Police departments have always had a quota system for tickets and arrests.
No they don't.
They never have.
Just ask them.
No quota system, just a production target.
You get what you measure and reward.
So many "bad apples".... not a good one in the whole orchard.
I have known five, Kent. Nowhere near a representative sample of all I have known, but there are still a few decent ones. Just not enough that one dares assume the one he is dealing with is one of them. The odds of getting hit by lightning are much better, the lottery not so good, but still better.
