Going by past history, what are the chances the 'explosive devices' are inert dummies that they will claim should be counted as real because reloading supplies are easily available?
Heck, if you've got any instant ice packs in your first aid cabinet you've goe the materials for a 'Oklahoma City type bomb'.
No crimes against people or property? No? Case dismissed, return the man his property.
Any fuel oil heated home that has a bag of ammonium nitrate fertilizer in the garage has the makings of a great bomb.
Also, that mostly empty can of gas for the lawn mower also has potential.
Many years ago I worked with a man from Chicago, who had collected the most comprehensive collection of military ordnance I have ever seen in private hands. Mortars were some of his less lethal pieces. All of it was legal at that time. I have often wondered over the years whatever happened to him after he became an instant felon. He was a true collector and not a mean bone in his Polack body.
But laws since passed have declared this man a danger to society. If there is no crisis, manufacture one. Make a few examples of people who did nothing wrong and scare everyone else into pretending they believe you.
Lately, I have found myself wishing I had access to Polack's collection, for its utility rather than its historical value.
And if they want to get someone for bomb making materials, the average kitchen has plenty of things in it for a person who knows how to make a bomb.
Although I don't myself, I've known more than a few who smoke a little weed, and own guns, and they were never the cause of any problems. Thing is, pro or con, like David has pointed out ad infinitum, the War on Drugs was used as a way to militarize the police, and the alphabet agencies along with them. Then people got used to these para military outfits bashing in doors and holding guns on kids, killing dogs and innocents as a way to desensitize us to this kind of thing and make it commonplace.
