David, how could you use such a perjorative term as "sideswiping"?
It is obvious this was just "peripheral directional contact adjustment" to a civilian vehicle provided by your friendly Sheriff's Dept. All within Dept. policy and provided to the citizen in the interest of public safety.
Oh, and for you Jersey citizens and Snowflake the above was sarcasm.
