Do the folks prosecuting these guys have any idea how long it will take to train replacement "Only Ones" to become this accomplished at being lying, thieving, thugs?

No training necessary. Those who already have the required character traits are drawn to the "job" like flies to [LEO head contents].
And the hits just keep on comin'..............
