Maybe they could forge new ties with gangs and career criminals in order to milk the cattle they tend a little more efficiently. Only a depraved and fading nation allows things like this. It is an unmistakeable sign of degeneracy.

Hate to burst your bubble, but I've seen a LOT of people (well, people who actually have jobs, anyway) serve small jail sentences on the installment plan.....
I think "work release" in the title indicates I'm familiar with the concept. There's a bigger issue here--a couple actually.
