Interesting title. ESF 13 is also the function in an Emergency Operation Center, or EOC, to denote the 'public safety' function during an incident. ESF, for those who don't know, stands for Emergency Support Function, of which there are 15 in an EOC. This function is usually staffed by LEOs to appraise the EOC Director on what's going on in the public safety arena. As an example, had the Incident Command System been in place during Katrina, the head LEO or his/her alternate(the chief/deputy chief of NOPD) would normally provide council during such an incident. Of course, had this system been in place during Katrina, things might've turned out a touch different. Unfortunately, Katrina was the reason this system of responding to an incident has been standardized across the amber waves of fuel.

I couldn't get through the link, the page wouldn't fully load. But given what Mike V has uncovered through Capt Bear, it wouldn't surprise me that they could be trying to beef up the Chief Counsel's office.

Just mild speculation on my part...

Sorry, I was just able to get through to the linked piece. I couldn't get past 'combating violent crime is our specialty'. If you consider going after paperwork violations and harassing gun shop owners ala Reds Trading Post violent crime, that is.

Providing more resources to the morally reprehensible does not improve the caliber of their service, but does a great deal to aid them in their morally reprehensible behavior.

What the fuck is wrong with Americans that we let someone use inapplicable wording to change the outcome or our actions when the truth and the applicable words are available?

ATF has a budget problem and needs more money? Watch out if you are a member of a small splinter religious group.
