The "much worse" story of Mr. Clarke, who, in turning in a sawed-off shotgun someone had buried in his flowerbed, could get five years for "possession" of it: I wonder why more people don't help the police.

Maybe gun-fearing folk like Clarke begin to understand the world they're helping to create. Zero tolerance, zero sense.
