Everyone is against "conflict," right?
Someone pointed out that everyone is in favor of clean water too, but legislation about clean water often involves where it goes and who is entitled to it as much as what's in it.
Nice peaceful submission contributes greatly to peace and security, is what tyrants want, and the UN and its treaty agrees.
