Heart of the matter: So much money passes through the hands of dealers in Prohibited drugs that there's a good chance a random piece of paper money from your pocket or mine will "test positive for cocaine."
They can detect parts per BILLION. It's enough for them.

I was at my workout place today. A staff member from the food stand was giving out tiny free samples of a new smoothie flavor. Walked past me, gave one to a guy who apparently had been a customer before, walked past another guy. Some people are unutterably stupid.
