Gun Criminals Flout Law

Something Must Be Done! We need gun control laws. We need to make it difficult for people to get guns. Let's do a background check and take their fingerprints and charge them a lot of money and then take two years before we even consider giving them a licence.
And then we make the punishment for having an unlicenced gun mandatory 15 years in prison.
That'll sort this problem out!
(For those who don't know, the above pretty much defines the current gun law in South Africa).
