We're the Only Ones Knocking But Twice Enough

Well, they say character is very important in law enforcement, and he certainly does sound like one.  Thank goodness this isn't indicative of something being wrong with either his morality or the way he thinks--otherwise, if that manifests itself in a way where a citizen is harmed, why, the taxpayers could be sued!

He is suspected of stealing "repeatedly", so it sounds like he already had his second and third (or many more) chances. But, once you train someone that it's OK to live off stolen funds, they feel entitled to your property.
