As far as "intimidation factor" of officers openly carrying a weapon, As a child, I recall many town police officers going off duty and leaving the police station hatless with plain navy blue nylon non-uniform jackets covering their equipment belts so that they did not immediately appear as police as they walked to their own vehicles. To them, off duty meant no weapon visible as well as no badge, hat or shoulder patch to identify them as police.
