Years ago when I observed numerous prosecutorial abuses and misconduct - which always went unpunished - I tried to interest some lawyers in advancing a law that would offer grand jury access to citizens.

The thumbnail version is this:
I noted that civil proceedings against government agents were defended by the same government lawyers who are supposed to prosecute government agents. It's a conflict of interest. The same government law office charged with prosecuting crimes defends civil charges.

A lawyer - an officer of the court - should be able to review evidence and present it to a grand jury. The same lawyer should then be paid what a DOJ trial lawyer gets for prosecuting the case. Of course, the DOJ would be defending the federal actor. DOJ's client is the US Government - not "the people."

Until something like the above happens, there will never be justice. Thus, mad dog governmental employees and agents will remain accountable to no one.
