There a few things I do not understand about this story. If the lease holders return to their leased property, what crime do they commit? Who would stop them but a NPS Ranger, who is still on duty despite the shutdown. Part of the lease is the right to occupy and exclusive use of the property, and a right of way to traverse roads to reach the property. I suspect that there is some illegal government directed harassment going on here in the form of an illegal "taking" via intentional deprivation of the use of the property in violation of the lease terms.
