Senate Bill’s Marginal Rates Could Top 100% for Some [More]How about scrap the whole thing, and have the feds only bill the states for "services" based on census population (which includes illegals given "sanctuary")? And leave it to the states to figure out how to fundraise their portion, rejecting charges for "services" they can provide for themselves through experiments in privatization that others can emulate when they prove successful?
Or does it make more sense to climb to the top from further down?
