Why do I envision their meetings feature clowns tying balloons into animal shapes?
And what happens if a sea turtle swallows one of these?

When I was a kid in 1950's South Florida, Miami's sewer effluent was minimally treated at the Virginia Key treatment plant before being routed into a large diameter "sewer outfall" on the bottom near the coast line before being dumped a few hundred yards offshore.
Unfortunately, condoms passed through the whole system unscathed and often washed up on the nearby public beaches on Key Biscayne and Miami Beach. They collected the nickname of "Biscayne Bay Balloons." It was not uncommon to hear a small child's voice say "Daddy, would you please blow this up?" and a gruff male voice respond, "Put that down, It's nasty!"
When I saw mention of ocean pollution, balloons, and condoms, it brought back memories of the good old days on Miami Beach.
“The Balloon Council (TBC), an organization of retailers, distributors and manufacturers, was formed in 1990 to educate consumers and regulators about the wonders of foil and latex balloons and the proper handling of them.”
It’s not a government commission or anything like that. Think NSSF, but with squeakier voices.
What a shame that the parents of the staff at the Center for Biological Diversity didn't use Endangered Species Condoms. Especially Kieran Suckling's mommy and daddy.
