...Because that's where pedestrians walk? I think the question "authorities" need to address is, "Why was the cop driving on the sidewalk?"
Let me guess, the chief will express "total confidence" in his team and suggest that the four-year-old girl was responsible for her own death by "failing to get out of the way"?
