The culpability risk aversion is strong in these "sworn" Maryland bravehearts. I guess this is an old rule, but it's new to me.

Double Negatives are a No-No.
Because their job is NOT to stop/prevent crime. Their job is to "find a way to say "No." Their job is to wield power over their neighbors. Forcing people to beg permission, and then denying it, is part of that wielding of power.
