NO, IT DOES NOT!

Those of us who do take our rights seriously are sick and tired of having to point that out, especially to those who presume to speak on our behalf with authority.

US v Cruikshank (1876)

"The right there specified is that of "bearing arms for a lawful purpose." This is not a right granted by the Constitution. Neither is it in any manner dependent upon that instrument for its existence. The second amendment declares that it shall not be infringed, but this, as has been seen, means no more than that it shall not be infringed by Congress."

Note that this case was ruled on before SCOTUS began the process of "incorporation" whereby the restrictions on the Federal government are now held to restrict the States and the local governments established by the States.

The Second Amendment was included under the incorporation doctrine in McDonald v. Chicago (2010)
