Whatever the problem is, the answer is 9mm if you're a cop.
Shortly after a bovine had gotten loose on a state highway near my home recently (it didn't go well) I had an opportunity to talk to a couple of CHP officers about possibly teaching them the art of gentle stock handling so as to attempt to make recovering loose livestock go more smoothly. The reaction I got was that they weren't really interested, that with all their 'training' they already knew everything there is to know... about everything.
