Assuming many are unfamiliar with safe gun handling, widows, for instance, bringing in their deceased husband's gun, isn't telling them to handle, attempt to unload and transport firearms dangerous? Do they know Cooper's rules? How about that taking the mag out doesn't mean there's not a round still in the chamber?

Have you given fair warning that if any are prohibited persons, having the gun is a violation of federal law, and Letitia James does not have the authority to override that? And have you considered that a Utica gangbanger popped for possession on that day could claim a bringing it to the "buyback" defense?
