Hey, it can take time to set up untraceable and secure offshore accounts. Or is there another reason an RFP, proposal response, contract agreement and procurement should take this long?

I ask because I used to do acquisition regulation-compliant policies and procedures for all that (and more) for a defense contractor, and the only other thing that could explain the delay is gross incompetence.

Or a competitor’s formal protest against an RFP unnecessarily laden with irrelevant sole-source provisions. Though you’d think that on the city level the process wouldn’t stretch out like it does in DC.

Maybe the vendors are having trouble designing the “ex post facto record only when I want you to” feature.
