Maybe an untrained one. I always roll my eyes when movies and TV programs show supposed trained operators rack the slide just before they engage. Hollywood scriptwriters...
And then there's this dilemma:

Well, in Hollywood " rack the slide" is Dramatic License, for dramatic effect.
I do hope under Virginia law, that would not be brandishing. I doubt it but who knows.
