I don't see anything yet on Regulations.gov, which typically also posts submitted comments.
Ditto, I don't see it over at the Federal Register.
I admit I don't have that much experience navigating either site. If anyone does, please advise, because I'm not seeing how they can have a 30-day comment period, but not have the rule change posted yet. I'm wondering if someone at ATF posted something prematurely on their site.
Anyone with insights to educate on this, please share them. Am I even looking in the right place?

For what it's worth, I'll be a voice against the indiscriminate égalité guillotines, at least if I think I can do so without ending up in one myself. I just don't think I'll be any more effective at that than I am at recruiting people to involve themselves in less drastic reactions.
There's an idea: Hollywood has been unleashing several high profile movies in recent years that gin up social resentments over wrongs suffered by one group at the hands of another back in the dead past. How about a French Revolution movie, including graphic depictions of all the novel ways the "One Percent" of the time was dealt with?
Come on, guys. Think of all the money you'd make.
