Tim Tyrrell Sr. made the point by visibly sporting his own holstered and loaded .40-caliber semiautomatic Glock at Monday's council meeting.

In NE I beleive that concealed carry is not legal.

It is unlawful to carry a weapon concealed on or about the person. There is no statutory provision for obtaining a license or permit to carry a concealed handgun."
And as a result, NE residents have been using open carry to protest this.

...I thought NE and KS just passed CCW laws...

The Legislature passed CCW this year, but some of the Political Subdivisions believe they have home rule authority to opt out thus banning CCW inside city limits.
The law itself does not go into effect until January 1st 2007.
My point is that even with a CCW ban open carry will still be legal.
