And There Was War in Heaven

In the five years since the FBI and ATF were merged under the Justice Department to coordinate the fight against terrorism, the rival law enforcement agencies have fought each other for control, wasting time and money and causing duplication of effort, according to law enforcement sources and internal documents.
Which may explain some of "Maximum Mike's" zeal for headlines in pursuit of relevance.

  2. Why decide? It's both.
    Just the reason the 9/11 attacks were successful: interagency squabbling. No one wanted to look foolish if an attempt DIDN'T happen, and each team wanted credit if THEY stopped it if it did. Meanwhile, the "Magnificent 19" took their lessons right under federal noses.
    Of such things are Wacos made.
    Will we watch on TV or drive up to the checkpoints only to be turned back and sent home?
