The article I read (in the Telegraph? Can't remember) suggested that the fellow in question was originally from Pakistan, and making a visit to the old country. The playing with guns apparently happened at what was made to sound like a terrorist training camp in Pakistan.
My impression from reading a couple of UK articles was that the fuss was about him playing soldier with the people who are taking up arms against his country. That sounds like a righteous fuss to me.
Of course, the ``Ewwwwwww, he touched a gun!'' theory fits the British nanny state mentality, too. I'd guess that he got away with touching a gun because accusing a Mohammedan of terrorist leanings is more un-PC than is touching a gun: they couldn't press the second issue without touching on the first.
