The National Park Service warns us not to feed the bears. It makes them complacent around people, dependent, more prone to aggressively try to take what people won't give. Ironically, they tell us we shouldn't have guns in the parks to be prepared for incidents like that involving bears or people. Then law enforcement at home tells us to do the opposite. If these consequences were consistent for every attacker, it would be quite a deterrent. They might prefer to go home and shoot themselves rather than take a chance on a colostomy bag, a wheelchair, a casket.
