Is he proposing that the government subsidize citizen procurement of militia-capable arms? I might be able to make an exception to my usual distrust of programs that remind me of socialism.
Wouldn't need to "subsidize" anything. Just return the military's equipment to those whose stolen money paid for it. No socialism necessary.
