So the relevant questions are: who gets cited for failure to yield to an emergency vehicle properly displaying lights and sounding their sire;, who cites one for failure to come to a complete stop; who cites the other for exceeding the posted safe speed limit; who cites both for operating a motor vehicle without wearing their seatbelt.
