  1. In California, they prosecute cops for those kinds of computer violations. The DOJ flags many celebrity's names, even if they don't have a file, so if someone makes a "curiosity check", the DOJ gets notified and people are disciplined. If there are several incidents, they are also prosecuted (as they should be).
