This isn't true in Oregon, unless something has changed in the last 2 years. More over, he should have gotten a ticket for passing on the right. I honestly believe there's some sort of coverup, Portland's police are notorious for doing absolutely everything the mayor wants, and has a history of brutality related coverups.
He's already an extremely controversial mayor, this is just one more notch on his record.
