A law intended to deter metal theft took effect in December and requires recycling centers to take a customer's photo, thumbprint and identification for every transaction over $20.Hmmm. Sounds just like our issue.
Doesn't look like it's working at stopping the bad guys, does it?
Sounds like a case of direct dialing justice, to me.
