Scrap that Plan

The bodies of two men believed to have been electrocuted while stealing copper wiring were found early Tuesday on an abandoned driving range in Riverside County, authorities said. [More]
I bring this story up because of this:
A law intended to deter metal theft took effect in December and requires recycling centers to take a customer's photo, thumbprint and identification for every transaction over $20.
Hmmm. Sounds just like our issue.

Doesn't look like it's working at stopping the bad guys, does it?

  2. A better law would have been a state-wide preemption on liability suits from the next of kin of the Nobel laureates who put two hands on a live wire.
