No offense meant to incorporation supporters, but I cannot believe the Founders saw the existing states ratify the Constitution and Bill of Rights, cheered the fact that new states would also sign on to that protection against federal oppression, and then lived the rest of their lives with the starry-eyed hope that sometime within the next 300 years, nine Elites would decide that Amendment II of the BoR also restrains the governments of those states, and their cities, towns, counties and villages.
