Exactly. The military currently defines "enemy" (see also "terrorist") as anyone who doesn't immediately do whatever the US Federal government tells them to do without question or hesitation.

The military is about continuity of a corrupt and illegitimate government. Not to protect and defend the Constitution from enemies both foreign and domestic.

Cops and now the military are increasingly becoming the New Centurions. Their only real job is to maintain the status quo. In other words, to keep the people at the top, at the top, no matter what that entails.
