What a load of crap. The gangs run the city and the normal citizen is by law helpless. Of course, by endorsing the gangs, Daley strenghtens his gang's grip as sort of overlord of gangs over all the city, while allowing other smaller gangs to control only "neighborhoods".
No gang can control an armed and resistant society. Therein lie the reasons the big gang uses the activities of the smaller gangs as justification to keep the society unarmed. That's called symbiosis where both parties reap more benefit from their relationship than would be possible alone.
Daley and the entire prosecutorial team and the entire police department belong in prison.
Oh, that the general population could only understand what you've pointed out Straightarrow. Overreaching, corrupt government is nothing but a "..gang of thieves, writ large." Boss Daley doesn't want any of his surfs armed, that's all. He can then play the part of savior from the less organized ,less heavily armed private gangs.
The Mob controls everything. And that's your answer.
No one can sell drugs in Chicago without paying street tax to the Mob. No one can run for office without cutting in the Mob.
Not to mention 40 years of subsidizing such anti-social behavior. Stop feeding and housing people who don't want to work, and we'll see who'll do "jobs Americans don't want to do."
My suggestion for Chicago is the same I would give for Iran, or any other out-of-control trouble spot; Pony nuke the place to glass. Then when it cools down in about 10,000 years, start over. And hope you get it right the second time.
