If it was publicly known what disappears from military facilities,every year, no one would go out after dark. Some of the worlds' finest and most thoughtfull thieves wear a tag that says U.S.Army. And they will steal grandmas' panties if it will turn a buck.
Reminds me of an excerpt from Enemies Foreign and Domestic, in chapter 7:
"One of the advantages of working for the ATF in the firearms and explosives division was ready access to demolition materials for training purposes. After a day at the Quantico demo range blasting holes in the ground, it was impossible for anyone to ascertain just how many pounds had been detonated, and how many pounds had gone home in the trunks of cars."

Ok, ok, maybe the soldier did something illegal. But to be honest with you, unless he stole those items, I can't see he did anything wrong.
