The message is that the police are using the "stop-and-account" powers contained in Section 44 of the Terrorism Act 2000 to question anyone they want, often for no obvious reason at all. If people take umbrage, they can be threatened with arrest, either for breaching the peace or for impeding the public highway. In February, further powers were introduced that made it an offence to elicit information "likely to be useful to a person committing or preparing an act of terrorism", a catch-all provision now used to stop people taking photographs of police officers.
