  1. North Carolina supposedly ratified first, but did not notify as promptly as Virginia. For a while NC license plates read "First in Freedom" based on this. After a protest against the death penalty was organized, in which these words were taped over on license plates, the state changed to "First in Flight" with the Wright Flyer on the plate.
