Uh, the concepts are orthogonal? (So they square at a 90-degree angle.)
If I'm not mistaken, there is no Katrina-like law in NC. In other words, when a state of emergency is declared, the state and/or local authoritahs can and do prohibit firearm possession outside the home. Violation is a felony, which, of course, makes one a prohibited person. How convenient for the JBTs.
