Try Xring rubber bullets. Drill out the flash hole, load a primer, push the rubber bullet in and fire away.
Needless to say, it won't function a semi auto, but it is cheap, you train with the handgun you carry, you can shoot inside and they are pretty accurate. They also last a long time.
Just make sure you mark the cases so the drilled out ones don't make their way into the loading machine.
Another plus is that they are perfect squirrel medicine for those little tree rats in the bird feeder when you can't make noise.
