All this was, no doubt, "in accordance with department policy." As their Yank counterparts say, "you must obey the police without dispute." Actually, you must ANTICIPATE their orders and comply before they ask.
Note how she stayed in the car because she was worried about CRIME -- the theft of her laptop and papers. The police don't even respond to that kind of thing any more. Budget cuts.
