Never bothered with Texas and their "permission". Got one for fraction of that, from Utah. Works the same. They want to offer a discount to all that served? Fine with me, as long as it's also offered to all the taxpayers who footed the bill for all those who served. In fact, how about free for civilians, and half-price for ex and current military? Then the fees transferred to the civilians in a kind of 20 cent discount of federal taxes on gasoline.
