Reminds me of a soap opera. "Victor, outraged that Abby and Victoria have hired a lawyer to gain control of their trust funds, writes them out of his will entirely." The ATF is usurping Congress's FICTIONAL power to regulate the sale of firearms. Now, if Congress's intent were any different from ATF's, there might be a little territorial dispute. I'd say ATF is pretty safe from any congressional repercussions, however.
